Overview

The Executive Director of Student Services functions as the Chief Student Services Officer for Blackhawk Technical College providing organizational leadership focused on enhancing student success, meeting the changing needs of students for all student services and enrollment management functions.  This position reports directly to the College President and is a member of the President’s Executive Council and attends all College Board meetings.

 

The Executive Director of Student Services provides leadership and coordination of responsibilities within the Student Services Division including Enrollment Development, Records, Registration, Financial Aid, Student Life, Athletics, Advising, access/accommodations, and student shuttles. Position will also oversee the student grievance policies and procedures including judicial process, information dissemination services, graduation ceremonies, and student engagement.  Above all, the primary role of the Executive Director of Student Services is to identify and eliminate potential barriers to student success in a team-oriented and collaborative culture.

Responsibilities

Lead Student Services to deliver high quality programming to support student academic success.

  1. Develop, implement, and monitor student focused policies and systems to ensure we are meeting or exceeding our customers’ expectations.
  2. Provide leadership, collaborate, and assist with instruction, campus operations, and other campus services to provide integrated and aligned campus services that meet the needs of a diverse student population.
  3. Establish and maintain effective relationships with instructional staff.
  4. Collaborate with Institutional Research, Business Office, Academic Affairs, and Marketing to provide support of enrollment management and student engagement activities.
  5. Partner with the Grants Administrator to effectively write and manage grants to support initiatives within student services.
  6. Collaborate with Information Technology Services to effectively and efficiently utilize technologies to serve and communicate with students and prospects.
  7. Monitor and report on key performance metrics and benchmarks. Educate college administration, District Board, and staff members on current trends and best practices in recruitment, career development, student success and retention, and equity.

Provide direction and leadership to Student Services Division to ensure strong, reliable, student focused services.

  1. Formulate and implement division plans that align with the College’s strategic priorities.
  2. Coordinate the preparation of the annual budget and ongoing monitoring of expenditures over all areas of responsibility.
  3. Review student systems and direct change based on input, feedback, and outcomes.
  4. Coordinate and collaborate on the preparation of the student handbook, student catalog, college website and other pertinent promotional or informational materials.
  5. Design, implement, and administer programs to enhance communication and responsiveness to internal and external stakeholders.
  6. Administer, develop, and implement college polices to ensure students’ rights and responsibilities are followed and respected.
  7. Guide and coordinate the student judicial process and student complaints in accordance with applicable rules, regulations, policies and procedures.
  8. Investigate student disputes and complaints and prepare responses to resolve student related issues in accordance with policy and procedures in a timely manner.
  9. Collaborate and consult with Instructional Staff on student disciplinary issues.
  10. Oversee Title IX compliance for the College.
  11. Function as the School Student Conduct Officer and the Behavior Intervention Team (BIT) Facilitator.

 

Provide leadership and management for all areas within Student Services including Admissions & Enrollment Services, Records & Registration, Financial Aid, Advising, CARE Center, Student Life, Athletics, and Housing Programs.

  1. Oversee and directs the development and updating of the College’s Enrollment Management Plan in collaboration with Academic Affairs and Student Success Committee.
    • Develop relationships with K-12 Superintendents, Principals and Partners to develop programs that will meet the needs of students and prepare for post-secondary education.
    • Create comprehensive student recruitment and orientation activities ensuring activities lead to a diverse student body.
    • Collaborate with Learning Resources to recruit basic skills and GED graduates into occupational programs, creating pathways for student success.
  2. Establish, maintain and manage systems for admission and registration of students.
    • Develop and implement admissions registration policies and procedures.
    • In collaboration with Registrar, communicate registration procedures to students, faculty, and staff.
    • Cooperate with instructional divisions to monitor enrollment priorities and program capacity.
    • Oversee the development of international student programming.
  3. Manage the development and maintenance of student records in accordance with State and Federal Laws.
    • Lead implementation of standard admission and student record protocols such as applications, acceptance communications, waitlist management, grades, transcripts, advanced standing, transfer credits registration, scheduling, verifications, probation/denial, and reporting.
    • In collaboration with Registrar, ensure confidentiality of Student Records according to state and federal laws and advise faculty and staff on FERPA.
  4. Oversee the administration of all federal and state financial aid programs.
    • In collaboration with Financial Aid Manager, ensure completion and submission of all required federal, state, and district reports on a timely basis.
    • Oversee policies and procedures to ensure financial aid is administered timely and can assist with student success.
  5. In collaboration with Athletic Director, oversee athletic programs and shuttle services.
    • Ensure compliance with all NJCAA rules and regulations with the Athletic Program.
    • Oversee the recruitment of athletes, building of budget, and coordination of athletics and coaches comply with organizational policies.
    • Oversee Shuttle Bus Operations ensuring compliance with DOT and FMCSA regulations.
  6. Oversee the Access & Accommodations department to ensure compliance with Section 504 of the Rehabilitation Act and Americans with Disabilities Amendment Act.
  7. Oversee the Student Pathways, CARE Center, Student Engagement, Student Housing, and Academic Advising initiatives.
    • In collaboration with student services team, develop a student focused advising philosophy to meet the needs of our diverse students, while develop pathways of entrance and exit to the college.
    • Collaborate with Instructional Divisions to ensure Academic Advisors are equipped with information to effectively guide students in partnership with Faculty Advising.
    • Inspire a culture within Student Engagement that is focused on Student Success and Leadership development.
    • Oversee partnership with Beloit College with Student Housing Initiative and continue to ensure housing options meet student needs.
    • Oversee the CARE Center (Careers, Advocacy, Resources, and Engagement) services including the Food Pantry, Counseling Resources, and Student Engagement to ensure programming aligns with student needs and promotes student retention.
    • Oversee the coordinate and the graduation activities at the College.

Other Duties:

  1. Represent Blackhawk Technical College on the statewide WTCS Student Services Administrator’s Committee.
  2. Actively participate in College Engagement Initiatives and Shared Leadership.
  3. Participate in District Board meetings representing student services.

 

Qualifications

Knowledge, Skills & Abilities:

  1. Strong understanding of student record laws and other pertinent state and federal laws.
  2. Strong communication skills including problem solving and conflict resolution.
  3. Strong leadership skills with ability to guide and motivate staff.
  4. Knowledge and commitment to concepts and principles of Continuous Process Improvement (CPI).
  5. Knowledge of career assessment, planning, and placement. 
  6. Knowledge of Title IX coordination and investigation.
  7. Excellent oral and written communication skills.
  8. Understanding of customer service principles, and ability to lead and deliver customer satisfaction.
  9. Knowledgeable on the Wisconsin Technical College System or similar experience from another state two-year college system.

 

Education & Experience:

  1. Master’s Degree in Education, Student Affairs, or related area.
  2. Three (3) years progressive leadership experience in education or student affairs.
  3. Previous experience working in or leading a successful student services/affairs department.
